Who does the Marine Corps Promote these days?

Even though the Marine Corps has been at war for the past decade, both the Promotion and Manpower systems have remained unchanged since Vietnam.   

Take the 3 year PCS assignment cycle for example. Designed during and for peace time, it was constructed to move Marines during the summer, when kids are out of school.  Most operational commanders will tell you that it doesn't  support the "Lock-On" pre-deployment period when units are trying to fill holes made by all the combat experienced Marines PCSing or EASing.

Aaron MacLean, a Marine Infantry Officer at the Naval Academy, has written an equally interesting article (We don't reward top military performers and it's costing us), about the promotion system and how it doesn't reward  & promote our top leaders based on combat leadership and effectiveness. 

His article raises some interesting questions about who will be leading the Marine Corps over the next two decades.  Will it be the Marines who know how to fight and win or will it be someone else?
